I've heard rumors of a very few players of Outside finding parts of the game universe where the gravity
is about 1/6 that of where most of the players are.

Yes, but the ability to access those zones is primarily restricted to those who have accumulated enough money to purchase a premium subscription, or to a handful of over-buffed characters who enroll in certain government mercenary guilds.
