Perhaps not so much a democracatic brain, but a market driven brain where certain users might have more input and sway over time because they have enough knowledge to have made the right decisions by buying, selling and accumulating "decision points", just like a mini stock market.
It would limit the damage that new, crazy, ignorant or foolish people could exact. While ensuring that good decision makers are rewarded.
